Jalsa Salana planning application

Full application details SDNP/19/03709/FUL

"The proposals are to formalise the holding of the Jalsa Salana festival within Oakland Farm as well as securing a number of other improvements to the existing agricultural, storage and kitchen buildings within the site.
The planning permission can be split into two distinct proposals. The Jalsa Salana will be permitted seasonally for a maximum of 7 weeks of which no more than 4 days will be permitted for the event itself.
The wider permission will be implemented on a permanent basis throughout the site and seek to ensure the Oakland Farm development is appropriately managed within the South Downs National Park.
As discussed above it is proposed to limit the maximum days the Jalsa Salana can operate within the site. This limit will be broken down to the following:
Religious Event – Maximum of 4 days.
Set up and take down – Maximum of 7 weeks (49 days) inclusive of the 4 days to hold the event."

My response:-

Jalsa Salana has been held in this location for more than a decade and is clearly here to stay. While it's true that road traffic volumes during the current three, proposed four, days of the event involves some significant delay to local residents that's all it is, the problems are not insuperable. In my experience, the days of the Jalsa Salana may well be the only days of the year when nobody is speeding through or between the villages.

Ahmadiyya Muslim Association has proved to be an excellent event organiser, has always been considerate of the needs and concerns of its neighbours and has been proactive in improving the management, especially the traffic management, of the event as a whole.

I support this application as I feel that the extra time allowed for set-up and take-down will facilitate reducing the event's impact even further.

South Downs survey request

The South Downs National Park contains several areas of rare lowland heath which are valued by many for their beauty, biodiversity and the opportunities they offer for walking, riding and cycling.

Later this year the South Downs National Park Authority will be submitting a bid to the Heritage Lottery Fund, on behalf of the South Downs Heathland Partnership, for a substantial grant to support a Wooded Heaths Project. This project will aim to achieve ‘bigger, better, more and joined up heathland’ within the South Downs National Park.

The National Park Authority have recently launched a survey to provide support and to help inform this project bid.

The survey is aimed mainly at people who live near or visit the heathland areas of the National Park, and aims to gather information on which heathland sites people visit and why, and what they would like to see included in a new partnership project.

The survey will also will help the National Park Authority in planning two heathland drop-in days to be held in Liphook and Petworth during May and June respectively (further details of which will be posted on this Forum soon).

I am forwarding this survey on behalf of the National Park Authority, and would be grateful if you could use the survey to let the National Park Authority know how you currently use ‘our heaths’ and what you think is important for their future management. The survey should only take a few minutes to complete and will remain open until midday on Monday 13 May.

Shipwrights Way: Liphook to Petersfield

Around 100 walkers, cyclists and a horse-rider braved the weather to experience the beautiful East Hampshire countryside at the opening of the Liphook, Liss and Petersfield sections of the Shipwrights Way on Sunday (24 March).

Damian Hinds MP declared the route open at the picnic area in Liss, and started the walkers and riders on their journeys north to Liphook and south to Petersfield.

The long distance path runs through the heart of East Hampshire, across the South Downs National Park to Hayling Island and finishes at Portsmouth's Historic Dockyard.

An information fayre ran through the morning, with information from the four partner organisations: East Hampshire District Council, Hampshire County Council, The Forestry Commission and South Downs National Park Authority, along with bike registration and crime prevention advice from Hampshire Police and bike health-checks from Quench Cycles.

Local Walking for Health volunteers ran a sponsored walk/cycle in conjunction with the opening to help raise money for the Buriton Village to Village Charity Group. The fundraising total is not yet known, but the group raised a significant amount towards books for 19 schools in Ghana.

Damian Hinds MP said:

“It was great to see such a large turnout for the opening.

“With the area’s network of bridleways and footpaths, beautiful countryside and welcoming pubs, we have the opportunity to really develop our inbound tourism, and the Shipwright’s Way will play a key role in this. In addition, it will give local residents the chance to get out and explore the local area, and will be of great use to commuters as they travel to work.”

Natural England, Three year review

DEFRA (Department for Ending Farming and Rural Anything) is conducting a Triennial Review of the Environment Agency and Natural England and inviting comments, criticism, praise and insults.

Anyone with an interest in the Environment Agency and Natural England is invited to respond to the discussion document by 4 February 2013.

I have nothing to say about the Environment Agency. They fined me for accidentally spilling diesel into the river Wey some years ago so they're probably mostly doing their stuff ok.

But then there's Natural England! Where to begin? What a complete waste of space, not to mention taxpayer money, civil liberties and sanity. The only sane comment anyone could make would be "abolish it immediately".

The purpose of Natural England (NE) as defined by the Natural Environment and Rural Communities Act 2006, is to: “ensure that the natural environment is conserved, enhanced and managed for the benefit of present and future generations, thereby contributing to sustainable development”.  Who could object to that?

Well, apart from the fact that all so-called conservation is pointless (four billion years of evolution have coped reasonably well without 'conservation'), you have only to consider their response to this planning application to realise that they're staffed by the usual bunch of up themselves, backside covering, leftie goons and are entirely incapable of achieving any sensible purpose. They should all be sent off on a ten year fact-finding mission to Mars.

I shall not be bothering to file that as an official comment because I don't believe that any input from anyone will alter the outcome but, if any of you feel like having a go, fill out this response form and send it in by 4th February

Packed Parish Meeting

Last night's parish meeting was a very well attended affair with the main hall bursting at the seams.

Following a review of his first year from our shiny new district councillor David Ashcroft we were treated to a fascinating talk by South Downs National Park Authority member Doug Jones.  Doug, a Buriton parish councillor explained the history of the National Parks movement, the buildup to the South Downs National Park, how the authority membership is made up, what they do and how it affects us here in Kingsley.

Jude Simpson from East Hants District Council gave us a brief overview/reminder of what Parish Plans are all about before handing over to Brian Herbert who brought us up to date with where we are with our own parish plan here in Kingsley.

Brian was able to present to us the findings of the survey carried out last November in which all households were asked to complete a questionnaire on many aspects of living and working in Kingsley. Nearly half the questionnaires were completed and the results will form the evidence base for planning decisions affecting Kingsley as well as many other improvements to village life.

The full results are available here on the parish plan website. Please read them, consider what actions they call for and ask yourself "how can I help make that happen?"

Selborne Brickworks: Farm track

The South Downs National Park Authority has intervened in the planning application for the anerobic digester at Selborne Brickworks resulting in this separate application (20661/049) for "Change of use of a farm track to an access to land at Selborne Brickworks".

This application will be decided by the park authority rather than by the county because "The above application, which proposes the extension of a haul road to allow access to a proposed anaerobic digester, may be significant in terms of its potential implications for the South Downs National Park."
